NAEC Energoatom will have a new head of its board and an updated executive body no later than October, forecasts the First Vice Prime Minister for Energy, Denys Shmyhal.
“The supervisory board of Energoatom has been updated. Regarding the head of the board, I hope the competition will be finalized in September. By October at the latest, there will be a head of the board and an updated board,” he stated during a meeting of the Verkhovna Rada Committee on Energy and Housing and Communal Services on Monday.
As the energy committee meeting concerned the activities of the Eastern Mining and Processing Plant and the final adoption of the law regarding it, which provides for its integration into Energoatom, Shmyhal noted that the new management of the nuclear power plant operator would develop the financial plan, debt repayment, and other matters of the mining enterprise.
As previously reported, the supervisory board of NAEC Energoatom announced an international competitive selection for the position of the company’s board chairman. The deadline for submitting documents was set for July 31, 2026. On August 20, 2025, the supervisory board of Energoatom terminated the powers and dismissed Petro Kotin from the position of acting head of the company’s board at his request. Pavlo Kovtoniuk, who headed the Rivne NPP since June 2022 and previously served as the station’s chief engineer, was temporarily appointed to lead the company.
On June 30, 2026, the Verkhovna Rada of Ukraine supported in the first reading the bill submitted by the government, “On the Joint Stock Company ‘Eastern Mining and Processing Plant (VostGOK)'” No. 15122 dated April 1, 2026.
According to the First Vice Prime Minister – Minister of Energy of Ukraine, Denys Shmyhal, the document provides for the transformation of the state enterprise “VostGOK” into a joint-stock company, 100% of whose shares belong to the state. He added that this would subsequently allow for the integration of VostGOK into NAEC Energoatom and the implementation of the strategy for creating a vertically integrated holding.
According to information on the enterprise’s website, VostGOK is among the top ten largest uranium producers (2% of global production) and is the only enterprise in Ukraine that mines uranium ore and produces natural uranium concentrate. The enterprise meets up to 40% of the uranium needs of Ukrainian nuclear power plants. The strategic goal is to fully meet the needs of the domestic nuclear energy sector in uranium raw materials.
At the end of May, Deputy Minister of Energy Valentyna Moskalenko noted that the accounts payable of SE “Eastern Mining and Processing Plant” amounted to UAH 9.8 billion, which is almost three times the book value of its fixed assets, UAH 3.6 billion. According to her, VostGOK’s debt to NAEC Energoatom is UAH 3.3 billion, to the state budget – approximately UAH 400 million, and the remainder is owed to other suppliers.
She highlighted that the Ministry, together with the enterprise, is developing a three-year recovery plan, which includes the gradual repayment of debts and an increase in uranium production from 25 tons to 40 tons per month. The Deputy Minister clarified that the break-even point for VostGOK is 50 tons per month.
